If 500 players play a FIDE Rating tmt, it would be Rs 5000 for approving. In case of 1000 players, it would become Rs 10,000. Even this Rs 10 per player collection would be unacceptable to Government.
ICPA herein used for Indian Chess Players Association should seek to become an affiliate of FIDE by filling up the forms and complying with laid down standards. If FIDE WILL NOT ACCEPT OR ENTERTAIN such activity, it would indirectly mean its involvement in "excess" money looting by AICF and that it also has share in sucking blood of thousands of chess players in India. THEN FIDE TOO BE DRAGGED TO INDIAN COURTS AND ITS PRESENCE BE PERMANENTLY REMOVED FROM INDIA by order of Indian courts.

ICPA after becoming an affiliate of FIDE can conduct FIDE Rated tournaments "without" All India Chess Federation.
ICPA and chess players can operate under FIDE Ratings system.

A honest retd Govt personnel who can handle high density of works. E.g. A retired Election Comissioner or other like persons.
Stage 1 will start at District levels at every State.
After 20 District Associations are formed, then the State Associations, then after National Association or Vice Versa. First National Association be formed, then State and District Associtions.
